FEMA IPAWS Dispatch from HipLink - Emergency Alert System
Access the FEMA National Alert System to Send alerts Directly to IPAWS for Expanded Emergency and Warning Broadcasts & Alerts
HipLink has a FEMA certified interface IPAWS alert origination. This interface is used to send FEMA alerts directly to IPAWS (Integrated Public Alert and Warning System). This expands your alert and warning broadcast capabilities. By using multiple channels, an authorized agency can send alerts simultaneously that include cellular broadcast.
The FEMA certified HipLink interface enables an authorized agency to send emergency messages directly to IPAWS with defined communication pathways. This allows agencies to geographically target emergency alerts via Wireless Emergency Alerts (WEA), the cell phone alert system, Emergency Alert Systems (EAS), National Weather Service (NWEM), COG to COG, and Public Feeds.
FEMA requires that an agency uses a software interface such as HipLink that is certified and meets the IPAWS software requirements for access and use of the system. Any agency can apply for approval to access the IPAWS system. To become approved, complete a Memorandum of Agreement and apply for public alerting permissions with FEMA and complete the required web-based training.

Once access is obtained, authorities can send alerts from HipLink through multiple communication pathways. These channels include broadcast to cell phones using Wireless Emergency Alerts (WEA), radios and television using the Emergency Alert System (EAS), and non-weather emergency alerts to the weather radio network using National Weather Service (NWEM). IPAWS is also designated as a Collaborative Operating Group (COG), allowing federal, state, local, tribal, or territorial alerting organizations to use HipLink for COG to COG information exchange among its various members.
